msk 250 shaft and rings inner diameter.

The diameter of the shaft is 16 mm and inner diameter of the rins is between 16.25 and 16.30 mm. It's not perfectly adjusted and i can feel that the shaft can move radially.  Is it normal ?

    Yes that's normal and it should be like that. The material swells when it gets moist and warm from the rotation. It doesn't affect any sharpening result due the wight of the stone, it will rotate fine and not wobbling in the hole.
